Casper’s Center Street Underpass Reopens Ahead of Schedule

Completed stormwater improvements strengthen an important part of Casper’s infrastructure.

A familiar part of Casper's transportation network is back in service, with improvements underneath the roadway designed to help the area handle stormwater more effectively.

 

The Center Street railroad underpass has reopened ahead of schedule following a major storm sewer rehabilitation project that began earlier this month.

 

The underpass closed on August 10 while crews worked on the drainage system beneath the roadway. The project included reconstructing damaged stormwater catch basins and completing concrete work as part of the larger effort to improve the system.

 

The city's inspections had found that the existing drainage lines were operating at approximately 20% capacity, making rehabilitation an important step toward improving how water moves through the area.

 

Before the underpass reopened, Casper's sewer division completed another important part of the project by clearing two major stormwater pipes early Monday morning.

 

With that work completed, the upgraded system is positioned to move water more efficiently during future periods of heavy rainfall.

 

The project also represents an investment chosen through a local funding program.

 

The reconstruction was funded entirely through Natrona One Cent, the local fifth-cent sales tax program. That funding provides a way for locally collected sales tax dollars to be directed toward community priorities and infrastructure improvements.

 

Drainage and flood prevention have also been identified as important priorities by local residents. Recent surveys conducted by the City of Casper and Natrona County placed drainage and flood prevention as the second-highest priority for Natrona One Cent funding, following general street repairs.

 

That makes the completed Center Street project particularly notable.

 

It is a visible example of an infrastructure investment addressing a specific need while returning an important roadway to regular use.

 

For people traveling through the area, the reopening also means one less construction project to plan around.

 

And because much of the work took place beneath the roadway, the most important improvements may not be immediately visible to someone driving through the underpass.

 

That's often the nature of good infrastructure.

 

The work happens behind the scenes so that roads, drainage systems and other essential services can continue doing their jobs when the community needs them.

 

The Center Street project also demonstrates the value of completing that work proactively. Rather than waiting for infrastructure to reach the point where larger repairs become necessary, rehabilitation can help extend the usefulness of existing systems and improve their performance.

 

With the project completed ahead of schedule, Casper residents can now look forward to having the underpass back in normal operation while benefiting from the improvements made below it.
