The Casper Police Department has announced the promotion of four outstanding members of its organization — individuals whose commitment, professionalism, and leadership continue to strengthen public safety across Casper and Natrona County. These promotions highlight the department’s ongoing investment in experience, mentorship, and service-driven policing.
Lead Animal Protection Officer Kendra GuldanSince joining Metro Animal Services in 2020, Kendra Guldan has built a strong track record of compassion, leadership, and dedication. She has served as an Animal Protection Officer I, Officer II, PTO Officer, and now steps into her new role as Lead Animal Protection Officer.
A United States Navy veteran, Guldan continues her professional growth through the National Animal Care and Control Association and remains committed to improving animal welfare throughout the region. Her steady presence and deep compassion have made her a trusted figure in the community and within the department.
Sergeant Kellan StenhaugSergeant Kellan Stenhaug began his career with the Casper Police Department in 2016 and has served in a wide range of vital assignments, including Patrol, the Problem Oriented Response Team, the School Resource Officer program, Bomb Technician, and Police Training Officer.
A Marine Corps veteran, Stenhaug holds an Associate Degree in Fire Science and has received multiple commendations — including two Life Saving Medals. His promotion reflects not only his experience but also his dedication to mentorship and the next generation of Casper police officers.
Sergeant Andrea HustedJoining the department in 2016, Sergeant Andrea Husted has been an integral part of multiple teams, including Patrol, the Problem Oriented Response Team, and Investigations. She holds a bachelor’s degree in Criminal Justice and has earned significant recognition, including
Officer of the Year and Detective of the Year. A recent graduate of the Rocky Mountain Command College, Husted is known for her thoughtful, steady leadership and her commitment to guiding newer officers as they develop in their careers.
Sergeant Matthew LougeeSergeant Matthew Lougee joined the Casper Police Department in 2019 and has served in Patrol, as a Police Training Officer, and most recently as a Task Force Officer with the Wyoming Division of Criminal Investigation. Before joining CPD, Lougee served six years in the United States Army as a Cannon Crewmember.
His honors include Officer of the Year, Training Officer of the Year, and the Meritorious Achievement Medal. Lougee is widely respected for his strong service-focused mindset and leadership-driven approach to policing.
