During public comment, John Masterson voiced strong concerns about the proposed Seminoe Pumped Storage Project near Seminoe and Pathfinder Reservoirs, citing potential harm to fish populations, wildlife, and recreation areas.


The project, designed to move water between reservoirs to generate hydroelectric power, could alter river temperatures and oxygen levels that support Miracle Mile trout habitat.


The draft Environmental Impact Statement (EIS) was released Sept. 26, and the public comment period runs through Jan. 2, 2026. Council expressed interest in holding a future work session to better understand the implications.

Community advocate David Ellis announced the upcoming “Shine the Light” vigil for safer schools, set for Saturday, Oct. 11 at 5:30 p.m. at David Street Station. The event will include music, remembrance, and fundraising for victimsFIRST, which supports victims and survivors of school violence.

 “Third Space” Initiative Gains Momentum

Seth Holler, Executive Director of The Void Outreach, presented plans for a youth “third space”—a creative hub for teens ages 14–20 combining maker workshops, entrepreneurial training, and mental-health support.


Council voted to draft a letter of support for Holler’s grant efforts, praising the concept as an “investment in future innovators” that fits Casper’s mental-health and community-development priorities.

 


💰 Budget Amendment #1: Infrastructure & Wastewater Upgrades

 

Council unanimously adopted FY2026 Budget Amendment #1, marking a 2.3% overall budget increase (~$4.1 million) largely attributed to carryover projects and a major wastewater overhaul.


The centerpiece: replacement of the city’s aging Archimedes screw pumps—critical infrastructure that keeps Casper’s regional wastewater system flowing.
