Tuesday Morning River Rescue Response Prompts False Report Investigation
 
The Casper Police Department is investigating a report made in the early morning hours of September 30, 2025, that prompted a large-scale search and rescue response and is now believed to be a case of false reporting.
 
The initial call indicated that a man had fallen into the river and could not get out. Multiple agencies responded immediately, deploying officers, boats, drones, and search teams in the area. Before noon that same day, however, investigators confirmed the individual was safe at his residence outside of the area, and the search was suspended.
As part of the follow-up investigation, officers interviewed the reporting party at length. His statements were inconsistent, and evidence indicated he was under the influence of multiple substances when he placed the call. Based on these findings, investigators believe the report was false and that no river rescue was ever needed.
 
The Casper Police Department stresses that all reports of emergencies are taken with the utmost seriousness. Based on the information provided, officers and partner agencies had credible reason to believe a person had fallen into the river during hours of low visibility, necessitating a coordinated search and rescue operation. First responders have a responsibility to continue such efforts until the individual is found.
 
This particular response involved nearly a dozen Natrona County agencies. While our community is fortunate to have these dedicated resources, it is essential that they be reserved for true emergencies. False reports divert critical personnel and equipment away from those who may genuinely need them.
 
The Casper Police Department is continuing its investigation and will, if appropriate, recommend charges consistent with making a false report to authorities.

Dexter Fightingbear has been located, safe and unharmed. The Casper Police Department would like to thank the public and all involved agencies for their assistance in locating him. Additional information on this incident will be released as it becomes available.

Search Underway Following Early Morning River Incident
Casper, Wyoming (September 30, 2025) – At approximately 2:00am this morning, Casper Police Officers responded to the 300 block of West F Street for a report of a possible water rescue.
The reporting party stated that he and his brother, both adult males, had been smoking marijuana and consuming alcohol when they fell into the river. The reporting party was able to reach the shore and call for help, but his brother was not able to exit the water. Officers quickly located the reporting party; however, the second man remained unaccounted for.
 
Search efforts by foot, drone, and boat were immediately initiated by multiple agencies. Due to limited visibility, operations were suspended until sunrise and have since resumed. With the assistance of Natrona County Emergency Management, a coordinated search and rescue operation is ongoing, involving multiple agencies and specialized equipment.
 
The missing individual has been identified as 37-year-old Dexter Fightingbear, of Casper. Anyone with information regarding this incident or Mr. Fightingbear’s whereabouts is urged to contact the Casper Police Department at (307) 235-8278.
 
At this point in the investigation, this incident is believed to be isolated, no foul play is suspected, and there is no threat to the public.
At this time, on-site volunteer assistance is not being requested. While we appreciate the community’s desire to help, it is essential that only trained first responders remain in the area to ensure the safety and effectiveness of operations.
 
Agencies assisting in the ongoing search include the Casper Police Department, Natrona County Sheriff’s Office, Casper Fire Department, Casper-Natrona County Public Safety Communications Center, Natrona County Emergency Management, and Banner Wyoming Medical Center Emergency Medical Services.
 
The Casper Police Department urges the public to exercise extreme caution near rivers and open water. These environments are inherently dangerous, particularly during nighttime hours.
