The Casper City Council unanimously agreed Tuesday to apply for a $1 million grant from the Wyoming State Loan and Investment Board. The funds would support the 2026 water main replacement project, which targets aging lines along Poplar Street, 29th Street, Yellowstone Highway, and Jim Bridger Drive. These areas have logged 29 water main breaks over the years, with problems becoming more frequent as the system ages. Casper has set aside $1.6 million for the project, but that’s not enough to cover all the work in the city’s five-year capital plan—making this grant application essential.
